When all invoices have been received, PM notifies Client of FINAL COMPLETION. (Goal: within 45 days of substantial completion date).

Send Final Completion Verification report to PM team.  PM responds to let PA know the status of receiving project invoices, or notifies the PA that all invoices have been received and project can be submitted to accounting for final completion (close-out).
